For wheel coating,the process usually is:

1.First is primer.Mostly the color is black or grey.This is function film.
Mostly manufacturers use powder, and some use oil paint(water-based is not proven yet).

2.Then is color film.Usually is oil paint for the time being,not powder,and water-based is not proven yet.
There are all kinds of colors since this film is decoration film.

3.At last is transparent film.This is fuction film and also decoration film.
Acrylic type,with super weatherability,to improve and protect the color,the gloss .....for the wheel.

Oil paint and powder paint both can be chosen.
